The building dates back to the late 19th century and exemplifies neo-renaissance or renaissance revival architecture, featuring a prominent tower and a mansard roof constructed with sandstone. Designed by Martin Haller along with Bernhard Hanssen and Wilhelm Emil Meerwein, it serves as the seat of both the parliament and the senate, emphasizing its role in regional governance.
